The man dressed in black and white projected a solitary presence Tuesday morning as he strode along a desolate stretch of State Road 60 between Lake Wales and Bartow. Vehicles sped past him at 65 mph, while behind him cows grazed in a flat expanse, oblivious to his purpose.
